Bill Blackburn has a mixture of business and human service experience spanning over 40 years, making him a highly effective and creative mediator. His experience includes licensed residential and commercial general contractor, land developer, hotel operations manager, resort and restaurant owner. 

Rick Carpinelli has 17 years experience in the areas of Construction, Development, Law and Business Operations. He practiced Law for seven years in the areas of real estate and construction, managed the design, construction and closing of 2,500-plus production homes and managed the development and construction of the four-star 293 room resort with 34 homes.

My professional experience includes over 40 years in construction as a Project Engineer, Owner’s Representative, Attorney, Consultant, Expert Witness, and ADR Provider (Mediator and Arbitrator).  I am also experienced as a Dispute Resolution Board (DRB) Member and Third Project Neutral (TPN), having provided DRB/TPN services on construction projects exceeding Two Billion Dollars ($2B).

A full-time Arbitrator and Mediator, the quality of Jerome’s services have been recognized by his induction into the National Academy of Distinguished Neutrals, International Mediation Institute, multiple CDRS and AAA Panels. Prior legal services included representing clients (see full Biography) in a variety of industries including construction, contractual real estate/brokerage business issues.

Russ Louman brings a variety of skills and experience to your mediation table.  He has spent the last 30 years within the construction industry which include being a municipality commercial, residential and industrial building inspector, ADA  inspector and plan reviewer.  He has obtained a paralegal degree and been an active mediator for six years.

I am a licensed REALTOR; moved to Scottsdale 7 years ago from Missouri Have extensive experience as an EEO representative and mediator, recently mediating in the Justice Courts. I gained knowledge in matters pertaining to construction management through employment with the City. A retiree from TWA & the US Government.

Mr. Webb has over 30 years experience in commercial construction of all types. He was in charge of all construction of hotels, office buildings, retail centers, college dormitories, schools and public facilities. His neutrality, fairness and integrity experience in dispute resolution includes delay claims, contractual disputes, defective work claims as a contractor and arbitrator.

With over fourteen years experience in the construction industry as a Project Manager, Lisa York has successfully resolved hundreds of construction related issues.  Her hands-on experience and understanding of the complexities of construction schedules, contracts, and costs give her the ability to understand issues of the dispute which result in a fair and equitable resolution.
