GENERAL OVERVIEW

As principal consultant, eleven plus years providing strategic and tactical guidance, analysis and advocacy related to model regulations, including codes, standards, and rating systems. As an assessor, ten years of periodic evaluation of code enforcement agencies for accreditation. As a manufacturer’s representative, solicitor and negotiator for product testing and listing services.

Nearly seventeen years of non-partisan, non-profit association board service at the local, state, and national levels.  Successful advocacy experience at all levels of government.  Proven communication, problem solving, and leadership skills. Widely acknowledged strategic thinker.  Superior relationship and coalition builder.

Sixteen plus years of major jurisdiction building inspection experience.   Twelve years of commercial, industrial, and residential private sector construction operations experience.

EXPERIENCE

Regulatory Consultant  2011 – current:  Research historical, current, and evolving regulatory language and technical information for application to both individual site and general industry conditions.  Advise clients on operational implications.  Advise clients on strategy and tactics to effect optimal change. Advocate interpretations of codes and standards, including equivalencies and alternate methods of compliance.  Lobby as necessary for improvements in laws and regulations affecting the built environment.   Testify in public hearings.  Represent clients in codes and standards committee activities.  Build consensus positions and coalitions for proposed changes.  Assess building departments for accreditation, including service delivery and technical competency.  Research and draft analytical reports.  Lead advocacy campaigns. Solicit product testing and listing services for manufacturers.

Clients include the American Wood Council, APA-the Engineered Wood Association, the Coalition for Fair Energy Codes, the Greenscapes Alliance, the International Code Council, the International Accreditation Service, the Mass Timber Code Coalition; the National Association of Home Builders; the National Multifamily Housing Council, the North Central States Regional Council of Carpenters, Ogilvy Public Relations, Viega USA and local developers and architects.

Board of Directors, International Accreditation Service 2009-2010: Director of national non-profit governmental public safety organization providing regulatory conformity assessment.  Evaluated company performance and monitor budget.  Advised senior staff on policy and operations.  Provided strategic planning and leadership.  Identified market strategies.

Board of Directors, International Code Council   2002 to 2009: Director of national non-profit governmental public safety organization with more than 55,000 members and an annual budget of $65 million plus. Wrote policy and provided guidance to senior staff.  Communicated with constituents verbally and in writing.  Made presentations. Testified at legislative hearings.  Developed mission and vision statements.  Established strategic goals and objectives and prioritized efforts to achieve same. Provided oversight of company business direction, financial operations, and budgeting.  Built consensus with industry associations.  Advocated public safety in the built environment.  Lobbied state and national elected officials.  Raised funds. Provided leadership to the profession of code administration.  Verified non-profit regulatory compliance.

Board of Directors, International Conference of Building Officials 2001-2002:  Prepared organization for three-way merger with two other national organizations to create the International Code Council.  Oversaw transition issues associated with human resources, company structure, restraint of trade and anti-trust.  Dissolved corporation.

Building Inspector, City of St. Paul 1994 to 2011:  Inspected buildings and sites for compliance with provisions of construction codes and local ordinances. Evaluated alternate means, materials, and designs for code compliance.  Interpreted the code.  Resolved conflict between owners and contractors.  Pursued enforcement actions as necessary. Major project experience includes 6 different hospitals, high rise buildings, detention facilities, campus facilities, theXcel Energy Center Arena, and the Minnesota Children’s Museum.  Provided service to culturally and economically diverse communities.

1982-1994   Positions in the construction industry as an installer, supervisor, salesperson, and contractor.
