GENERAL OVERVIEW

Mr. Earl Allen is a California licensed General Contractor (Class B, C-9, C-33) with more than 30 years of experience in residential and commercial construction. His background includes direct trade experience in carpentry, electrical, plumbing, drywall installation and finishing, and painting, as well as supervisory roles including superintendent, estimator, and project manager. He has managed and constructed a broad range of projects, including single-family residences, custom estates, tenant improvements, retail build-outs, office facilities, and medical suites.

Mr. Allen provides expert witness services in construction defect litigation, including defect evaluation, standard-of-care analysis, development of repair scopes, and cost-of-repair assessments. His extensive field knowledge and multidisciplinary experience support clear, well-reasoned opinions and testimony in construction-related disputes.

Acting as a construction expert in general construction, responsibilities include field inspections, cost estimating, repair recommendations, failure point analysis, ADA compliance and feasibility studies, reporting and case management, maintaining close working relationships with attorneys and insurance carriers. General Contractor ¨ Earl Allen Construction, Apple Valley, CA ¨ 1996-Present
As a General Contractor, responsible for construction of commercial tenant improvements, prevailing wage projects for federal, state, county and school districts, ADA compliance repairs, single-family detached homes ranging in size from 1100 - 3000 square feet, design and build of room additions and remodels. Responsibilities included maintaining employee payroll, marketing, sales, cost estimating, securing permits, scheduling, supervision, hands-on construction and quality control.

As Chief Financial Officer and estimator for a general engineering and construction company servicing the government contracting market, responsibilities included accounting, estimating, bonding, contract negotiations, submittals and project management.

As Senior Consultant, responsibilities included overseeing consultants, inspectors and data entry clerks; case management; cost estimating and database development; maintaining close working relationships with attorneys, insurance carriers and outside consultants. As superintendent for residential builder responsibilities included marketing, supervision, scheduling, hands on construction and quality control of new residential homes and commercial tenant improvements.
