    REGINA STEVENS 
GENERAL OVERVIEW Regina Talamantez Stevens was born and raised 
in Southern California. Regina received a Bachelor of Science degree in Civil 
Engineering from the California Polytechnic State University, San Luis Obispo. 
After receiving her degree, she spent the first seven years of her career 
working as a civil engineer for the California Department of Transportation, 
Office of Structures Construction. In 1997, Regina changed her direction of her 
career, and went to work in the private industry as a consultant in Construction 
Management. 
 Today, Regina is a licensed Civil Engineer in the State of California and has 
over 17 years of Construction Management experience. Regina’s been an 
established and accomplished Resident Engineer and Project Manager for Lim and 
Nascimento Engineering Corporation for the past 10 years. Her Construction 
Management experience includes construction in General Heavy Civil, Highway, 
Bridge, and Roadway projects ranging in construction value of $500,000 to $50 
Million.
 
 Regina duties encompassed all aspects of construction contract administration, 
engineering and inspection, materials management, safety compliance, document 
control, quality control/quality assurance, cost estimation, claims analyst, 
processing change orders, fact finding, mitigation of claims, negotiations, and 
project completion.
 
 Her experience and concrete bridge construction, seismic retrofits, Railroad 
Grade Separation Projects, and multiple connector bridges. Her Special projects 
Regina worked on were the 110/105 Interchange, 5/405 Interchange, and the 15/40 
Interchange.
