CLIFF SPIROCK
GENERAL OVERVIEW
Clifford A. Spirock, AICP,
PLS, co-founded Community Sciences Corporation (CSC; a 3 state normal area of
practice regular “C” corporation). He formed the firm in 1974 and is the
Director of the Board, the senior Land Planner and Corporate Registrant Land
Surveyor. He is also CSC's expert in Graphic Information Systems (GIS), digital
terrain modeling (DTM) and maintains current experience in Geographic
Information Systems (GIS) applications and Global Positioning (GPS) surveying.
Prior to founding CSC, Mr. Spirock was Executive Vice President of McIntire
Quiros, a regional subsidiary of Genge Inc. (public corporation), in charge of
fiscal and operational oversight of civil engineering offices located in Phoenix
and Albuquerque. His duties included land planning, photogrammetry, technical
direction as well as management of drafting, design and land surveying.
Additional prior employment at the Middle Rio Grande Council of Governments (MRCOG),
Gordon Herkenhoff and Associates, Tri-State Engineering, Pacific Power and Light
Company and Amax Petroleum Company round-out Mr. Spirock’s management and
previous practice experience.
With over 35 years of practical planning experience, including the layout of
major Planned Unit Developments, new towns, and major subdivisions, Mr. Spirock
is versed in most of the large scale professional disciplines as well as
transportation planning, drainage management, community and fiscal impacts, lake
and recreational development, and golf course design. The large number of small
site development projects and subdivisions with which he has been involved with,
including developments of extreme topography (mountain/rural subdivisions),
in-fill projects, and affordable housing developments, have led to a well
rounded capability, including being named as a consultant to the State of New
Mexico's Regional Housing Commission III on Affordable Housing and New Mexico
“Surveyor of the Year” (2008 NMPS org.).
He is expert in Euclidian and performance-based zoning, entitlements, mortgage
and title instruments, covenants and regulatory review of projects. He has
worked for States, federal and local agencies, legal representatives and has
qualified as an expert witness. His largest area-based oversight (planning
assignment) was 9,130,000 acres for the State of Arizona, Office of the Attorney
General (ascertaining and exhibiting development potential and water rights for
background). He has provided accurate and GIS-based demographic projections for
growth in the City of Rio Rancho, N.M. (Rio Rancho Public Schools) and is
contracted by Sandoval County for on-call planning services.
He has drafted easements, instruments of conveyance, phasing and release
instruments and condominium filings (for attorney review). He has hands-on
practice in surveying land grant and property boundaries, construction layout
(residential, commercial, industrial), wet and dry utilities (including Rights
of Way and corridors), earthmoving and quantity determination. He has some water
right familiarity (Colorado Law) including State quadrennial filings of
reservoir storage, water salvage and augmentation plans, beneficial use and land
application of available water calls.
Cliff is also versed in dispute resolution (sued and been sued), mediation and
has taken many seminars in Errors and Omissions Insurance (including contract
writing and interpretation – DPIC, Hudson Group and Excel). He currently sits as
a 22 yr. “Architectural Representative” for the Northrise Business Park (as well
as being on three others), resulting in many reviews of submittals by others for
projects he has designed. He has been a Planning and Zoning Commissioner as well
as contributing author to the City of Albuquerque’s “Development Process Manual”
and two ULI publications.
Mr. Spirock was educated at the University of New Mexico, Casper Junior College
(Wyoming), Fenn College (now CSU), and Alexander Hamilton Institute, and has
engaged in extensive self study in addition to participating in numerous
seminars and direct instruction under professional supervision.
