GENERAL OVERVIEW
Transportation
Provide contract development and management to project teams on large-scale capital projects at a major US airport. Projects based on varied delivery methods such as design-build and construction manager at-risk (CMAR); use AIA standards forms of contracts. Contract administration role at the multi-billion-dollar High Speed Rail project analyzing high-value claims and change orders. Contributed to resolution of disputes pertaining to owner directed change, right-of way acquisition, permitting, utility relocations and third parties directed changes and concerns.
Renewable Energy
Negotiated contracts for turnkey installation of battery energy storage systems to support multibillion dollars renewable energy (solar farms) projects in the western US. Identified various risks to client and negotiated various mitigating measures with counterparty developers and municipalities prior to execution of contracts.
Government
Managed overseas government construction including US Marines residence at a US Embassy compound. Project manager on overseas government projects including prison building, preengineering warehouses, elevated water storage tank, electrical substations and airfield aprons. Developed RFPs and evaluated proposals as part of procurement and participated in negotiated settlement to construction disputes and changes.
Institutional
Performed contracts and quality audit on large K-12 projects in a major school district analyzing claims for compensable delays and variations and conformance of construction with contract requirements. Managed multi-prime rehabilitation project for a university science building. Managed pre-construction feasibilities studies for rehabilitation of buildings for15 schools.
Real Estate
Developed proposals for procurement of consultants and contractors for multi-million-dollar residential project in the Middle East. Managed residential subdivision development, including procurement of consulting and construction services with a Southern Africa Housing Corporation.
Environmental
Performed wastewater regulations compliance evaluations for five treatment plants for a sanitation district. Evaluate environmental provisions and requirements for large-scale construction and renewable energy contracts.

Mr. Dobson began working as an industry manager for log, panelized and modular manufacturers with the National Association of Home Builders. Following his initial employment with the NAHB he was an owner of a small custom home construction company and managed inner city renovations and a large tract construction project. Dobson then gained valuable experience as a representative of the National Association of Home Builders. Dobson represented NAHB as a member on the National Fire Protection Association’s Life Safety Code, National Fire Code and National Electrical Code Technical Committees. Dobson currently acts as an industry representative for the Vinyl Siding Industry.
