GENERAL OVERVIEW
Tom is a shareholder with
the law firm of Reager & Adler, PC, located in Camp Hill, Pennsylvania. Since
1993, he has represented contractors, subcontractors, suppliers, surety
companies and owners involving construction projects throughout Pennsylvania, as
well as surrounding states. He has represented clients on both private and
public construction projects, from contract negotiation through mediation,
arbitration and litigation involving a wide array of contract and construction
dispute issues, including change orders, unforeseen conditions, contract
interpretation, payment issues, defected work, liquidated damages, scope of work
disputes, surety bond claims involving performance and payment bonds, delay
claims and mechanics’ lien claims.
Tom has mediated, arbitrated, and litigated hundreds of cases involving
construction projects involving commercial, industrial, home builds, and large
publicly- owned projects, including prisons, water treatment plants and schools.
Tom has written numerous articles for construction industry publications and is
frequently asked to present seminars on a variety of construction related
topics, including mediation and arbitration, alternative dispute resolution,
surety bond claims, mechanics’ liens, contract interpretation and payment
issues.
MEDIATION/ARBITRATION TRAINING
Tom has successfully completed 30 hours of mediation training with the Lancaster Mediation Center in Lancaster, Pennsylvania. Tom has successfully completed the mediator/arbitrator and dispute resolution board training with Construction Dispute Resolution Services.

Tom served in the United States Army 3rd US Infantry in the President’s Own Old
Guard Fife and Drum Corps
Tom serves as a Director of the Keystone Chapter of the Associated Builders and
Contractors, and has been on the Board of Directors for more than 10 years.
