GENERAL OVERVIEW

TC Collier is an active General Contractor, Arbitrator, and Consultant. Mr. Collier graduated Summa Cum Laude from the University of North Carolina at Chapel Hill in 1983 with his degree in Economics and English. While at UNC he did his thesis on Construction Cycles and the Supply of Loanable Funds, for which he received Highest Honors.

For thirty-three years Mr. Collier has been active in construction, always as a principal in each organization or project. This career has included a wide variety of construction and real-estate related activities, including general contracting and development, as well as both vertical and horizontal development and construction.

Mr. Collier's arbitration, mediation, and consulting practice grew out of his construction experience, as he was asked to serve first as an arbitrator, and then as a consultant and mediator in a variety of legal and non-legal matters. Mr. Collier's unique blend of both his academic background and his ongoing work experience is ideally suited to dispute resolution and consulting.

Alternative Dispute Resolution Experience:

Arbitrated large, complex multi – party cases (as well as fast track and other cases) involving delays, defects, prime and subcontractor agreements, payments, performance, architectural and engineering issues, errors and omissions, surety, bonds and liens, abandonment, insurance, ownership and title, and property loss. Projects involved include retail, office buildings, schools, churches, multi family, dorms, residential, and a wide variety of subcontracting services. Cases have included claim amounts from $10,000-$10 million. Arbitrated consumer, pro se, and document-only cases with a wide variety of claims, including consumer issues, automotive claims, residential construction, and subcontracting disputes.

Served as testifying and non-testifying consultant for a wide variety of clients (both ADR and in court), including commercial delay and defect claims, prime and subcontracts, architectural and engineering claims, contract disputes, construction abandonment, property and casualty, surety, general liability, malpractice, errors and omissions, complex claims, personal injury, wrongful termination, historical reconstruction. Projects include offices, schools, condominiums, parks, roads, hospitals, single and multi family residences, historic structures, land development, and building systems (HVAC, etc.). Consulting clients have included owners, governments, contractors, subcontractors, claimants, respondents, sureties, and insurance companies.
 
Areas of expertise or experience include cost analysis, structural analysis, construction techniques, architectural services, engineering services, commercial general contracting, subcontracting, contracts, accounting and finance, multi-family and condominium projects, covenants, historic renovation and preservation, zoning, engineering, infrastructure, land development, general liability insurance, surety, and property and casualty insurance.

Real Estate and Construction Experience:

Principal in a wide variety of construction projects, real estate development, and land projects - with primary responsibility for conception, cost, budgeting, production, scheduling, subcontracting, employees, design, sales, leasing, finance, accounting, warranties, dispute resolution, and contracts. Projects include offices, condominiums, single and multi family residential, roads, land development, historic preservation, disaster/repair, environmental (mold, asbestos), utilities (water, sewer, storm sewer, outfalls), and construction resumption after abandonment. Skilled in negotiation, business relations, client relations, contracts, organization, and creative problem solving.
