GENERAL OVERVIEW
Doug Holen
served as the Chair of the DRB for an $18.0M bridge project in Durango, CO and
Chairs the DRB for the Molecular Engineering Building at the University of
Washington. He also serves on the DRB for the $230M Consolidated Rental Car
Facility at SEATAC Airport and is on the DRB Rosters for Idaho DOT, Washington
DOT and the UHS Hospital in San Antonio. Doug is a strong supporter of other
Alternate Disputes Resolution processes as well and is dedicated to assisting
the Parties in a dispute to resolve their differences as quickly, economically
and equitably as possible.
Education and Training:
Mr. Holen received his Bachelor of Science in Civil Engineering from Iowa State
University in 1969 and his Masters in Civil Engineering ( Construction
Management) from the University of Washington in 1975.
Certification and Training:
Mr. Holen is a Registered Professional Engineer and a LEED 2.0 Accredited
Professional. He has completed the Disputes Resolution Board Foundation
Administration and Practice Workshop, Advanced/Chairing Workshop and Practice
and Procedures Proficiency update.

Construction Experience:
June 2007 Present
Served as the Chair of a Disputes Review Board for the Colorado Department of
Transportation in Durango, CO. Project involved construction of five bridges at
the intersection of US 550 and Colorado 160. Serve as the Chair of a Dispute
Review Board for the Molecular Engineering Building at the University of
Washington, a $78M project on the Campus in Seattle. Serve as a Member of the
Dispute Review Board for the Consolidated Rental Car Facility, a $230M structure
being constructed at the SEATAC Airport. Developed the documents for a
Construction Manager at Risk (CMAR) procurement including the Request for
Qualifications, Request for Proposals, CM at Risk Contract, and the General
Conditions for the University of New Mexico and the Public School Facilities
Authority in New Mexico. Served as the Mentor for the Project Team involved in a
CM at Risk Procurement for the Renovation of the PIT, a $60M renovation of the
basketball venue at the University of New Mexico and for the construction of a
new $60M Middle School in Las Cruces, NM. Serve as the Mentor for the project
team for the Renovation of Miller Hall, a $60M project at Western Washington
University. Administered contracts for the Renovation and Addition to the
Harwood Museum in Taos, and the construction of Pueblo Hall and the Child
Development Center at the University of New Mexico Taos Campus.
Dec 1999 Present: Director Capital Projects Office South University of
Washington
Responsible for the planning, design, construction and commissioning of capital
projects for the School of Medicine, Health Sciences, the University of
Washington Medical Center and the King County Hospital at Harborview.
Supervised staff of thirty project managers, construction managers and other
professionals engaged in administering contracts for planning, design,
construction and commissioning activities in support of the clients noted above.
Responsible for consultant and contractor selection, budget preparation and
control, design and construction contract administration including approval of
additional services for design and change orders for construction, quality
control during design and construction, adequacy of commissioning and claims
resolution.
Representative projects included: Ambulatory Surgery Pavilion ($90M),
Bioengineering and Genome Sciences Building ($150M), Harborview Medical Center
Expansion ($290M).
Nov 1995 Nov 1999: Director of Construction University of Washington
Responsible for the construction of facilities at the University of Washington
in Seattle and at the branch campus in Tacoma.
Assembled and supervised construction management teams in administering
construction contracts for over 20 major capital projects totaling $500 Million.
Hired consultants for construction management services, construction inspection
services schedule review, Disputes Review Boards, commissioning services and
construction claim audits and review.
Responsible for quality control, change order negotiation and approval, schedule
management and claims resolution.
Representative projects included: New Chemistry Building, Oceanography and
Fisheries Buildings, Henry Art Gallery Expansion, Business School Addition,
Harborview Research and Training Facility, Phase I University of Washington
Campus in Tacoma.
Oct 1992 Oct 1995: Unit Manager School of Medicine and Health Sciences
On site manager in responsible charge of administering contracts for the
construction of two Bio-Medical research buildings totaling 530,000 GSF.
Responsible for design and construction contract administration, including
quality control, change order negotiation, schedule review and claims resolution
and budget control.
Supervised two contract construction management teams and one in-house project
management team.
Sep 1989 Sep 1992: Project Manager University of Washington Medical
Center
Managed contracts for the planning, design and construction of interior
renovation and equipment installation projects at the UWMC.
Completed over 30 projects ranging in size from $50,000 to $5,000,000. Typical
projects included: Construction of Angiography and Endoscopy Suites;
installation of radiology equipment including XRAY, MRI and CT scanners; remodel
of Neo-natal Intensive Care Unit, Psych Unit and operating rooms.
Mar 1969 Aug 1989: Civil Engineer Corps United States Navy
Held positions of increasing authority over twenty year career.
Administered construction contracts for utilities and site improvements at the
Naval Submarine Base Bangor, WA. Typical projects included: Sewage treatment
facility; two small dams; two elevated 1 MG water tanks; utilities distribution;
and five miles of four lane divided highway.
Supervised a construction office of 20 project managers, construction managers
and other professionals at the Naval Submarine Base New London, CT. Typical
projects included: Two piers, two sections of quay wall, 150,000 GSF electronics
facility, $15.0M in utilities distribution and several smaller remodel and
equipment installation projects.
Managed the environmental and facility planning, permitting and design for the
Navy Homeport in Earle, New Jersey. Typical projects included: Dredging, pier
construction, shore side support facilities and berthing.
